With a density of 1 health worker per 5,707 and 1.83 per 1,000 people Ghana and Nigeria - far below the benchmark of 4.45 per 1,000, unions called on African governments to urgently recommit to the Abuja Declaration by allocating at least 15% of national budgets to health.
