WHO INB9 - PSI statement on Article 7

Public Services International submitted our priorities on Article 7.Health and Care Workforce, of the draft negotiating text of a new instrument to address future pandemics, at the ongoing negotiations at the World Health Organisation (WHO).
While acknowledging that the text contains provisions that address decent work for health and care workers and other essential workers as well as the inclusion of a clause to address the concerns on international migration of health and care workers, PSI highlighted the continued weak language in the text that provides a ‘way out’ for signatories from implementing these provisions.
Drawing focus of the INB9 to existing international core labour standards and regulations, PSI strongly advocated for inclusion of language in the text that, prioritised the safety and well-being of health and care workers by adopting the Precautionary Principle, guaranteed protection of all four pillars of realising decent work including that of social dialogue mechanisms, addressed the severe understaffing concerns in national health systems, and ensured fair and ethical recruitment of migrant health and care workers.
