At the 14th African and Arab Countries Regional Conference, PSI affiliates adopted a resolution condemning the Israeli government’s siege, attacks on civilians, and destruction of essential infrastructure in Gaza, calling these actions violations of human rights and potential acts of genocide. They urged the international community to provide unrestricted humanitarian aid, protect healthcare services, investigate war crimes, suspend military support, and mobilise solidarity and material assistance for Palestinian public service workers.

RESOLUTION #8: SOLIDARITY WITH THE PEOPLE AND WORKERS OF GAZA 

The 14th Africa and the Arab Countries Region Conference (AFRECON) Meeting in Accra, Ghana, 11-14 November 2025 

NOTING that Gaza is not a conflict zone, but rather a manufactured humanitarian catastrophe resulting from decades of occupation and impunity; 

OBSERVING that the Israeli government has launched an unrelenting assault on civilian infrastructure, destroying or damaging over 90% of homes and rendering the majority of hospitals and health service points non-operational; 

CONCERNED, gravely, that more than 2.3 million people have been imprisoned by a blockade on land, air and sea. They are systematically deprived of food, water, healthcare, dignity and security, and consequently face slow but deliberate extermination; 

NOTING the concerns of the UN Independent International Commission of Inquiry and the WHO, which indicate that, Israel continues to violate international laws and must comply with its obligation to prevent the commission of all acts amounting to the crime of Genocide; 

NOTING the death of many of our affiliates, including seven on the ambulance committee and Walid Al Kranb, president of the union branch in Rafah, by Israeli bombing. In addition, while we condemn the attacks on civilians by Hamas, we believe that the response of Israel is inappropriate. 

RESOLVES to: 

  1. Condemn the Israeli government's siege, collective punishment, human rights violations and plausible acts of genocide in Gaza in the strongest terms. 

  2. Demand that international communities, such as the World Health Organization and other UN agencies, take action to end the siege and ensure the unrestricted entry of aid. Deploy independent monitors to oversee the distribution of aid, prioritising northern Gaza. 

  3. Condemn attacks on healthcare and enforce protected humanitarian corridors. 

  4. Call for expedited investigations into war crimes and enforce the ICJ's July 2024 ruling demanding an end to Israel's illegal occupation. 

  5. Put pressure on those in positions of power to suspend military aid and arms sales to Israel, and impose comprehensive sanctions until Israel complies with a permanent ceasefire and dismantles the blockade and occupation. 

  6. Call for international solidarity through PSI's various structures and its partners at regional and global levels, to mobilise material aid for Palestinian public service unions.
