The 2023 trade union tax forum will be the occasion to take stock of progress, to adjust labour’s strategy to new challenges and to make plans for 2024. We will discuss better co-ordination within labour at global and national level, and between labour and civil society. Trade unions will share information on tax policy perspectives, explore areas of convergence, and anticipate pooling of resources for future advocacy activities.

The trade union tax forum is targeted at union leaders and senior officers across the globe. This event is for exclusive trade union attendance (upon invitation only), with selected sessions facilitating discussion with civil society and intergovernmental organisations.

| Alvaro Gaertner Aranda is an Economist in the CCOO Economic Department. He has a Masters in Sustainability Economics and Management from the Carl Von Ossietzky Universität, Oldenburg, Germany.

Daniel Bertossa is the General Secretary of Public Services International (PSI) He is currently the co-chair of the steering committee of the Independent Commission on Reform of International Corporate Tax (ICRICT), member of the Global Reporting Initiative (GRI) tax Technical Committee and member of the committee of the Centre for International Corporate Tax Accountability and Research (CICTAR) .

Marie Blanchereau is a consultant at Syndex. She has been an economic and social consultant for work councils for 10 years. She conduct financial analysis of companies to support negotiation by employee representatives in the context of annual wages bargaining, restructuring or mergers and acquisitions. She previously worked on economic analysis for France’s central bank.

Troels Børrild is Head of Sustainable Investments at AkademikerPension in Denmark. He has been a Senior Adviser at ActionAid Denmark, a member of the expert working group updating Danish government guidelines on responsible investment and Head of the Nordic Office at Salterbaxter, a sustainability consulting firm.

Silke Bruns After qualifying as a lawyer in Germany (Bavaria), she worked three years for the German tax administration in Mecklenburg-Western Pomerania before joining the German Federal Ministry of Finance in 2003. In this capacity, she spent 2005/06 at the Centre for Tax Policy and Administration of the OECD, focussing on tax treaty non-discrimination issues. Mainly working in the area of international taxation, she also gained experiences in public relations, namely as a spokesperson for the Ministry of Finance in the years 2011 to 2013. In 2016, she became Head of Division in charge of, amongst other international issues, the negotiation of tax treaties with EU/EEC Member States, fundamental issues regarding tax dispute resolution and the effect of European primary law on direct taxation. Since 15th August 2023, she is Director for International Taxation in the German Federal Ministry of Finance. |

Abdul Chowdary is Senior Programme Officer of the Sustainable Development and Climate Change (SDCC) Programme of the South Centre. He leads the South Centre Tax Initiative (SCTI) which is a part of the SDCC Programme. Previously, he served in India’s Ministry of External Affairs where he was in the Policy Planning and Research Division specialising in economic strategy. He was formerly a consultant to the United Nations and also worked as a legislative aide in the Parliament of India.

Elsa Constanzo is a consultant in economic, financial and social diagnosis at Syndex. She has been a consultant for works councils for eight years and conducts financial analysis of companies to support negotiation by employee representatives in the context of annual wage bargaining or restructuring. She has previous experience in humanitarian work and alternative finance.

Rasmi Ranjan Das is the Chief Commissioner of Income Tax at the Finance Ministry of India. He functions as the Competent Authority of India for tax treaty negotiation, exchange of information and resolution of Bilateral Advance Pricing Agreements (BAPA) and Mutual Agreement Procedures (MAP) cases for countries in North America and Europe. He is India’s lead negotiator in the G-20/BEPS Inclusive Framework and is a member of its Steering Group. Rasmi is also a member of UN Committee of Experts on International Tax Cooperation.

Sian Elliott is the senior policy officer leading the public services team at the Trades Union Congress in the UK. She was previously a policy officer in the TUC's equalities and strategy department, focusing on women’s rights and equality in the workplace. Before joining the TUC, Sian worked in policy and social justice campaigning at the anti-child poverty charity 4in10 and for the Runnymede Trust, a race equality think tank.

Bodo Ellmers is the Director of Global Policy Forum’s Financing for Sustainable Development Program. He previously worked at the European Network on Debt and Development (Eurodad) when he served on UNCTAD Expert Groups, represented CSO stakeholders at the OECD Working Party on Aid Effectiveness, coordinated European civil society organisations’ advocacy on the International Monetary Fund, and consulted the UN General Assembly on debt and development finance. He has been the Policy Officer for the German branch of the Global Call to Action against Poverty and consulted for the UN Millennium Campaign, VENRO, CONCORD and WEED.

Livi Gerbase is a Latin America researcher at the Center for International Corporate Tax Accountability and Research (CICTAR). She works and publishes in the areas of tax justice, fiscal rules, tax expenditures, energy transition, and monetary policy. She has worked in Brazil at the Public Policy Intelligence Nucleus of the Government of Mato Grosso do Sul and as policy advisor at the Institute of Socioeconomic Studies (Inesc).

| David Hillman is currently director of Stamp Out Poverty, which has been working for a number of years on new sources of finance for climate and development. In 2010, he helped create the Robin Hood Tax (RHT) campaign for greater taxation of the financial sector, sparking ‘Robin’ campaigns in many countries, including across Europe and in the US. In 2012, France implemented the Financial Transactions Tax, followed by Italy in 2013 and, most recently, Spain at the start of 2021. |
| Kehinde Kajesomo is a Deputy Director and the Head of Treaties and International Tax Policy Division of Tax Policy and Advisory Department of the Federal Inland Revenue Service (FIRS). He is also the lead negotiator for the technical team that negotiates tax treaties for Nigeria. He represents Nigeria in various international meetings and groups, including those of OECD, UN and ATAF, for the development of policies and rules on international tax related issues. He is also a member of the ATAF’s Tax Treaties Mentorship Group, providing technical assistance to African countries on negotiation and implementation of tax treaties.

| Daniel Kostzer is the Chief Economist at the International Trade Union Confederation. He was Senior Regional Wages Specialist at the ILO Asia and the Pacific, and a former Board Member at the World Bank Group. His earlier positions include Senior Economic Advisor at the UNDP Myanmar, Head of the Socio-Economic Unit at United Nations Mission (UNMIT) in Timor-Leste, Coordinator of the Social Development Cluster at the UNDP Argentina, Director of Research and Macroeconomic Coordination at the Argentine Ministry of Labor.

Ralf Krämer has worked since 2002 as a trade union secretary in the economic policy department at the federal executive board of the United Services Union ver.di. His focus is on tax and fiscal policy, distribution policy, and economic development.

Patrizio Laina is the Chief Economist at the Finnish Confederation of Professionals (STT). He previously worked as an economist at the Central Organisation of Finnish Trade Unions (SAK) and the Bank of Finland.

Michael Lennard is Chief of International Tax Cooperation and Trade in the Financing for Development Office (FfDO) of the United Nations. He was a tax treaty adviser in the OECD Tax Treaty Secretariat in Paris for three years and has worked on tax treaty and other international tax matters at the Australian Tax Office. He has also worked in the Australian government’s Office of International Law, led Australian negotiating teams on trade, investment, environmental and tax treaty matters and prepared argument for matters before the Australian High Court, the US Supreme Court and the WTO.

Séverine Picard is the founding director of Progressive Policies, and the coordinator of the Network of Unions for Tax Justice. She is a lawyer with nearly two decades of experience in European and global policies. From 2007 to 2021, she provided senior legal and policy advice to the labour movement. She previously worked at the European Parliament and in the NGO sector in a research role related to the European Union.

Michael Plowgian is Deputy Assistant Secretary for International Tax Affairs at the United States Department of the Treasury. He has previously been a Principal at KPMG’s Washington National Tax Practice, a senior adviser on base erosion and profit-shifting at the OECD, an Attorney-Adviser at the US Treasury and an Associate of King and Spalding LLP.

Achim Pross is Deputy Director within the OECD's Centre for Tax Policy and Administration (CTPA) with responsibility for outputs including the Standard for Automatic Exchange of Financial Account Information in Tax Matters (Common Reporting Standard or CRS), the OECD's work to address the tax challenges arising from the digitalisation of the economy, many of the BEPS actions as well as work on tax administration and tax certainty and on countering tax crimes and other financial crimes. Prior to joining the OECD, he worked in the tax department of a large US law firm. | |

Susana Ruiz Rodriguez is Global Lead on Tax Justice for Oxfam International, a confederation working in more than 90 countries, with programs in Africa, the Middle East, Latin America, across Asia and in parts of Eastern Europe. She is coordinating Oxfam work in different regions, and tax justice at a global level.

Owen Tudor is Deputy General Secretary of the 191 million-member International Trade Union Confederation, and oversees tax policy for the ITUC, including participation in the Global Trade Union Tax Forum steering committee. He was elected in 2018 and re-elected in 2022. Before that he worked for the British Trades Union Congress as Head of the European Union and International Relations Department, and, as the responsible officer for international development policy, he helped set up the Robin Hood Tax campaign. |

Maria Fernanda Valdes is Colombia’s Deputy Minister of Finance. She has previously been a Deputy Minister of Industry, a Co-ordinator at the Friedrich-Ebert Stiftung, a lecturer at the University of the Andes and a researcher at Desigualdades.net. a research network based at the Freie Universität Berlin.

Ludovic Voet was elected as the Confederal Secretary at the ETUC’s May 2019 Congress. Before that, he was national youth leader of the Belgian CSC union from July 2015. As President of Young CSC, he was responsible for developing young people’s action within the union organisations (federations and local unions), external representation, organising, affiliation and lobbying.

| Jason Ward is Principal Analyst at the Centre for International Corporate Accountability and Research – CICTAR, has conducted in-depth research on Chevron, Exxon, the Petroleum Resource Rent Tax (PRRT). He has recently analysed the tax practices of large for-profit aged care (nursing home) companies and other large government contractors and helped mobilise over US$10 trillion of investor capital to support the Global Reporting Initiative’s (GRI) proposed tax transparency reporting standards. |

Jasper Wesseling is the Deputy Director-General, Tax and Customs Policy and Legislation at the Ministry of Finance of the Netherlands. Before 2017 he worked at the Ministry of Economic Affairs as Director for regional and spatial policy and innovation policy, Deputy Director-General for enterprise and innovation, head of the ministerial cabinet and manager for central and eastern Europe at the Ministry. He has been a director of EVD, the Dutch foreign trade agency.

Concept Note | Background Context
2022 saw several shifts in the global tax justice landscape with the adoption of the G20/ OECD proposals for digital taxation and a global minimum tax rate. In 2023, the momentum for tax policy reform remains strong, in a context of enormous public expense linked to the energy and inflation crises and the urgent need for transformation in response to the climate crisis.
The labour movement is increasingly engaging with these questions at national, regional and global level.
Many governments have spent 2022 and a good part of 2023 considering if and how to implement the G20/OECD global tax deal in their countries’ domestic tax systems. The US has already implemented a weak version of the global minimum tax rate (Pillar Two) which is significantly below the G20/ OECD standards.
In December 2022, the European Union finally adopted a European Directive on a minimum tax rate which is now being transposed into law in EU countries, although its revenue-raising potential is uncertain due to the extreme complexity and many weaknesses of the EU framework. A limited form of public country-by-country reporting has just come into law in the EU, which will (in time) enable more scrutiny of large companies’ tax practices.
The European Commission has also publish this September a proposal for a common framework for corporate income taxation in the EU (the BEFIT proposal) which may in a long-term perspective introduce unitary taxation for European multinationals. We should expect vivid discussions on this issue throughout 2024.
Lastly, several countries in the Global South may implement alternative measures because the G20/OECD design puts them at a disadvantage compared to their OECD counterparts. Importantly, the under-taxation of digital companies remains unaddressed as the proposed G20/OECD solution (Pillar One) displays neither sufficient ambition nor enough political support for effective implementation. Some countries may thus consider they are better off with unilateral measures to tax digital.
Aside from corporate income tax, other reforms are being debated across countries, including financial transaction, wealth and inheritance taxes. Regionally, governments see the need to increase their cooperation on international tax matters. In particular, Latin American and Caribbean countries have in July 2023 agreed to set up a permanent tax platform. This initiative may encourage other countries in the Global South to act together to promote reforms that work best for their interest.
Globally, both the historic importance and the weaknesses of the G20/ OECD global tax deal have relaunched the debate on the appropriate governance for setting international tax standards. Following the unanimous adoption of a UN Resolution on the “promotion of inclusive and effective tax cooperation at the UN”, the UN Secretary General has published in August 2023 an ambitious report outlining options on the role of the UN as a standard setter. Intergovernmental negotiations are expected to start towards the end of the year.
The 2022 trade union tax forum was instrumental in strengthening labour’s strategy and basis for action. In the following year, trade unions have increased their coordination capacity and engagement with their respective governments. A Network of Unions for Tax Justice has been set up, so far gathering over 35 trade unions across 4 continents. A series of activities are being undertaken by comrades in various countries to strengthen the labour narrative and to build capacity.
The 2023 event will also be the occasion to exchange views with high-level German officials. Germany is an influential country in global and European tax decision-making. Traditionally supportive of more international tax coordination, Germany also plays a moderating role when it comes to the design of progressive tax reform. With an economy oriented towards exports, Germany belongs to those countries keen not to increase foreign taxation on their national champions. Yet Germany itself suffers considerable revenue losses through tax abuse. According to the IFO institute (a business friendly organization), EUR 5.7 billion is lost to corporate tax avoidance every year.
