Public sector unions are preparing to fight a number of bills in state legislatures aimed at limiting the setting of labor standards in municipalities. A key strategy of the pro-corporate American Legislative Exchange Council is to promote “state ‘preemption’ measures that override the authority of local governments to enact progressive policy initiatives.”
