Lisa Owen interviews Lance Norman on “The Nation” TV programme on “social impact bonds,” in which private investors are paid a percentage profit for providing government social services. Owen asks “why not just give proper funding to state agencies and have them do it themselves? Because this sounds awfully complicated, so why not just stick with state agencies and give them the funding they need? (…) So you have no fundamental issue with basically putting a price on these kids' heads, in essence?”
