在國際護理師節,全球數以百萬計的護理師將呼籲各國政府作團結一致,並從此致力於全民公共衛生。

PSI將於5月12日前呼籲工會和公民社會簽署我們的宣言,從此轉變普世公共衛生需求的方向

當我們從危機中重建時,我們必須改變社會的組織方式。 我們必須以照護能力為中心來組織我們的社會。 我們都必須承認工會格言「牽一髮,動全身」- 如果我們的醫療保健系統無法照護全民,我們所有人都將面臨危險。

在政府尊重護理師的今天,我們要求他們承認以下基本原則:

  • 政府最重要的目的是組織社會,以便所有人都能得到照顧。

  • 我們再也不能容忍從疾病中牟取暴利的錯誤做法。

  • 健康照護絕不能依賴支付能力。

  • 各國政府支持哥斯達黎加政府的提議,建立COVID-19公領域,讓全球COVID-19相關的所有研究、數據、技術、治療和疫苗開發,成為非專有、共享的全球資源。

  • 世界銀行應停止向私人醫療行業提供公共衛生資金,國際金融公司則應停止促進健康私有化,其中包括有缺陷的公私合營模式

  • 國際貨幣基金組織應停止指示政府削減公共開支和公共部門的工資

  • 所有工會和民間社會組織從現在開始動員起來,面對全民公共衛生的需求

世界衛生大會先前決議宣布2020年為國際護理師和助產師年(IYNM)來為護理師和助產師慶祝。今年的5月12日代表佛羅倫薩·南丁格爾(Florence Nightingale)和公共衛生護理的誕生200週年。

在當前的COVID-19大流行中,今年比起以往都更應該慶祝和肯定護理師不是「無名英雄」,而是應得到全社會尊重並獲得體面的工資與保護的專業人員。

由於公共衛生系統資金不足和新自由主義意識形態病毒存在多年,COVID-19危機變得更加嚴重。

下列代表護理師和醫護人員的工會、組織與個人,希望2020年的國際護理師日,能讓各國政府開始揚棄過去失敗並且危險的新自由主義和樽節支出的意識形態,從而致力於通過對全民公共衛生的大規模投資來重建經濟。

傳染病大流行突顯了公共衛生工作者對我們的生存至關重要。然而,全世界護理師由於防護設備不足、遭受創傷和壓力、遭到毆打和虐待,甚至不見容於家人,正面臨著過度勞累的危險。

國際公共服務總工會(PSI)進行的醫療工會調查顯示,有56.5%的受訪者表示在COVID-19大流行期間,勞工沒有得到足夠的防護設備。雖然我們不知道醫護人員受感染的真實數字,但我們確實知道已經有數百人死亡。

由於公共衛生系統資金不足和新自由主義意識形態病毒存在多年,COVID-19危機變得更加嚴重。儘管醫療保健行業是全球增長最快的行業之一,用於重要公共衛生服務的資金仍無法滿足需求。有許多的國家,醫療行業虛增的費用佔用了公共衛生資金。太多的護理師和其他醫護人員只有短期或不穩定的僱用契約。現在該是時候警覺到偏低的工資和惡劣的勞動條件會危害公共健康。

如果衛生系統有足夠的資金,而且政府已立法制定適當的護理師與患者比例,同時各國確保它們具有救命的個人防護裝備、醫療設備、醫學研究、生產疫苗的能力和治療的能力,那麼衛生系統在面對流感大流行就能有充分的準備。

世界衛生組織在其最近發表的報告《世界護理狀況》中發現,在COVID-19爆發之前,全世界就短缺600萬名護理師來滿足最低衛生要求。各國政府必須增加用於護理教育和培訓的資金,而不是依靠從其他國家進口護理師來滿足其自身公共衛生的需求。吸引和留住護理師的最好方法是讓護理師認識到他們工作的社會價值,合理支付工資並確保足夠的人員配備。

公共衛生服務的擁有、管理、人員配備與提供,皆必須歸屬在公共系統之下,而公衛的監督、研究、診斷與資料,到三級照護與藥品供應也都應如此,才能夠實現全球公共衛生與個人健康權。

公共衛生資金不得移至其他公共服務中使用。也不應強迫發展中國家增加債務。相反,我們呼籲改革國家和全球稅收和融資規則,因為目前有30萬億美元被允許隱藏在避稅天堂中。當跨國公司和億萬富翁使用避稅措施時,它們故意破壞了我們的公共衛生系統,拒絕為護理師、醫療工作者和其他人提供薪水,妨礙正常和健康的社會運轉。

當我們從危機中重建時,我們必須改變社會的組織方式。我們必須圍繞照護能力來組織我們的社會。當大眾的照護和福祉成為社會的中心組織原則,而不是獲得利潤和助長消費時,整個社會就會繁榮。這就像是工會的格言「牽一髮動全身」—— 如果我們的醫療保健系統無法提供全民照顧,我們所有人都將面臨危險。
